Blog VS Forums
Blog: Blog seem to be the next big hype out there, yet there is still some confusion as to what exactly blogs are. Blog is short for web log, which is essentially an on-line journal or newsletter that is frequently updated and intended for the general public. A Blog can have either one author, coined blogger, or several.
Forums: Forums are different from blogs because they are authored by numerous individuals, and are more like open discussions then individual diary entries. Forums provide a place for those with similar interests to share their thoughts, questions, etc. Users generally log in to read and post to current subjects being discussed. Forums also come with special features such as personal profiles, calendars, and email notification systems.

Weblogs have been around for more than ten years, as have forums. They certainly aren't new technologies. I've created weblogs in the past that have most of the membership functions commonly found on forums, some of which you have listed above. This advantage comes with writing your own software instead of using off the shelf software like Movable Type. I currently run a website that has both a weblog and forums, all built into the one website. The weblog shares the same functionality as the forums, despite both being technically seperate systems. I'm yet to find another website anywhere offering this.

Forum: Creates a discussion on a particular topic by allowing commenting of posts.
Blog :Posting or the content is the main purpose, not the commenting.

I think we should do Blog Commenting as well as Forum Discussion Participation. However, we cannot learn much at Blogs as we do at forums. Besides, there is a bright publicity and promotion side at forums that Blogs apparently lacking while comparing.

IMO, through both platforms you can can discuss various topics of your interest with other people. Remember blogs are not limited to only posting content.

The Blog posts apparently missed by most of the users. The reason for that can be they being small or lacking catchy content within. Only quality content provides us desired results.

Well this is utterly true. However, I know some bloggers who are utilizing blogs in the right manner. However, just posting quality and catchy content won't help you to attract many readers.
You will have to build a proper communication with them as well. I know mostly people just left a crap comment under post, but some readers always ask valuable questions regarding to topic and if you ignore them then won't come back to your blog anymore.
Overall, either you are using forum or blog, your response to readers query is more important.

The quality matters in every sense of the word. Now, the Google has become smarter and whatever is unjustified and unreasonable is automatically sent to spam or probably it is known as Google SandBox.
